According to Chinese government’s new phase of aiding poor strategic plan, Ministry of Water Resource of China has recently issued “National Water Conservancy Plan for Supporting the Poor” (hereinafter as plan). It aims to implement the meeting of 2011 central government supporting the poor and the document spirit of “Supporting the poor and development outline for China rural area”.

 

The plan is a very important and instructive guidance document. It has great significance at water conservancy transformation, living &production condition, ecosystem improvement and economy promotion for poor area.

 

The plan has covered 11 continuous neighbor poor areas plus 142 national supporting poor areas as applicable areas. It aims to accelerate the poor areas’ water conservancy transformation, increase water conservancy service and security as main targets and improve the living as main assignment. The plan set up the target as follows: The poor areas’ water conservancy lag situation needs to be improved in 5 to 10 years, the poor areas’ water conservancy and infrastructure; public service can close to or reach national average level by 2020, unreasonable water &land resource development and usage situation can be changed, water conservancy development and operation system can be established, management ability of water conservancy expert team can be enhanced.

 

The plan has set up the overall arrangement, main work and specified targets about water conservancy supporting the poor are as follows:

 

I. Construct rural area drinking water security projects, improve rural area drinking water criterion, and accelerate the concentrated water supply. The planned area 96.79 million rural people‘s drinking water supply safety needs to be solved by 2015.

 

II. Water resource usage project construction, secure water resource distribution and supply security system. Water supply need to reach 40 billion cubic meters and 400 m3 per person by 2020.

 

III. Farmland water conservancy construction, accelerate big or midsize irrigation area transformation. Large scale and key midsize irrigation facilities and water saving transformation needs to be almost completed by2020.

 

IV. Flood prevention and anti-drought project construction, main rivers’ branches, midsize and small rivers management needs to be preliminarily controlled, the flood prevention and anti-drought level needs to be upgraded.

 

V. Rural area hydropower project construction, accelerate new rural area hydropower and electricity transformation project construction. The hydropower generation capacity needs to be 7.66 million Kwh by 2020.

 

VI. Water and soil conservation and ecosystem construction, reinforce water and soil loss control. The added water and soil loss control management land will be 158 Km2, converted farmland 29 187 km2 by 2020.

 

VII. Water conservancy transformation and management promote and establish basic water conservancy management and service system.

 

VIII. Water conservancy construction and establish water conservancy development and well running system.

 

To secure the plan‘s implementation, leadership reinforcement, increased investment on water conservancy has also included in the plan. It is also stressed that leadership reinforcement, responsibilities division, solution specification should be integrated with local practical conditions to secure the plan’s execution.
